UAE Labour Market in 2025: 695,000 Inspections, Fewer Violations and Record Emiratisation Growth

The UAE continued to strengthen labour market regulation throughout 2025, combining large-scale inspections, digital monitoring systems and stricter enforcement measures to improve compliance across the private sector.

According to figures released by the Ministry of Human Resources and Emiratisation (MoHRE), inspection teams conducted nearly 695,000 inspections during 2025. Authorities also carried out more than 3,000 joint inspection campaigns with federal and local government entities as part of a broader effort to improve workplace standards and protect workers’ rights.

Violations Decline Despite Increased Monitoring

While inspection activity increased significantly, overall labour market violations moved in the opposite direction. MoHRE reported that recorded violations fell by 13% during 2025 compared to the previous year.

The ministry attributed the improvement to stronger compliance measures, enhanced digital oversight and the growing use of artificial intelligence and data analysis tools to identify potential violations before they become widespread problems.

Compliance indicators also showed a 34% improvement compared to 2024, reflecting increased adherence to labour laws among private sector employers.

Fake Emiratisation Cases Drop by 62%

One of the most notable improvements was the decline in fake Emiratisation practices. MoHRE reported a 62% reduction in fake Emiratisation cases and related violations during 2025.

Fake Emiratisation refers to the practice of registering Emirati employees on company records without providing genuine employment opportunities. The UAE government has intensified enforcement against such practices to ensure Emiratisation targets create real jobs for UAE nationals.

In addition, violations related to labour accommodation standards fell by 30%, indicating improvements in worker housing conditions across the country.

2,600 Serious Cases Referred for Criminal Action

Authorities maintained a strict approach toward serious labour law breaches. During 2025, approximately 2,600 criminal reports were referred to public prosecution.

The cases involved serious violations including delayed wage payments, employment without valid work permits, fake Emiratisation schemes and failures to comply with approved labour accommodation standards.

Officials stated that criminal referrals remain an important part of maintaining confidence in the UAE labour market and ensuring employers meet their legal obligations.

Labour Dispute Resolution Remains Highly Efficient

MoHRE also reported strong performance in labour dispute resolution. The ministry successfully settled 98.6% of private-sector labour disputes received during 2025, leaving only 1.4% of cases to be referred to the judiciary.

The high settlement rate helped reduce pressure on labour courts while allowing workers and employers to resolve disputes more quickly through administrative channels.

Only three collective labour disputes were referred to the Collective Labour Disputes Committee during the year, involving a total of 322 workers.

Private Sector Emiratisation Reaches New Milestone

Alongside stronger enforcement, the UAE achieved another significant milestone in private sector Emiratisation.

As of 30 June 2025, more than 152,000 Emiratis were employed across over 29,000 private sector companies nationwide, according to MoHRE.

The growth reflects the continued expansion of Emiratisation programmes and support initiatives aimed at increasing the participation of UAE nationals in private sector employment.

Companies with 50 or more employees were required to increase Emiratisation in skilled positions by an additional 1% during the second half of 2025. Businesses operating in selected sectors with 20 to 49 employees were also required to employ at least one Emirati worker by the end of the year.

Technology Driving Labour Market Compliance

MoHRE has increasingly relied on advanced digital systems, risk-based monitoring and artificial intelligence tools to improve labour market oversight.

Officials say these technologies have enhanced the accuracy of inspections, improved enforcement efficiency and enabled faster identification of high-risk cases requiring investigation.

As the UAE continues to modernise its labour market framework, the combination of technology-driven compliance systems, strong enforcement and expanding Emiratisation programmes is helping create a more transparent and competitive employment environment.
